Não, os Estados Unidos da América não emitem licenças CEPT.

Eles tem um acordo de reciprocidade com os países da CEPT, onde se
incluiu Portugal continental e as Regiões Autónomas da Madeira e
Açores que permite aos cidadãos radioamadores visitantes operarem
automaticamente, mal cheguem aos respectivos territórios.

Atenção que este acordo só é valido para as licenças americanas Extra
e Advanced class, e para radioamadores cidadãos americanos visitantes.
Agora, falta-me saber, pois não consigo encontrar essa informação, se
aos estrangeiros com licenças americanas se aplicam as mesmas regras.
De salientar que existia pelo menos um na lista publica divulgada na
IberRadio que não era sequer radioamador em Espanha.

Tendo tu, uma licença americana, com indicativo americano que varia o
prefixo segundo os dados da tua morada consoante o estado (pode ser
esta inclusive num apartado postal), sendo  que podes operar ao abrigo
dessa no território dos Estados Unidos incluindo a instalação
permanente da tua estação, presume-se.
