Como diz na mensagem: " the FCC said it was doing so to save money
and*personnel resources. The Commission asserted that it costs more of both
to process the regulatory fees and issue refunds than the amount of the
regulatory fee payment."

Portanto dizem eles que fica mais caro processar uma cobrança do que
cobrar.... E eles como alguma consideração que tem com os amadores preferem
eliminar os custos dos 2 lados a subir os dos amadores. É menos negativo
para a fcc tratar de indicativos de chamada de graça do que perder dinheiro
a tratar deles mais perder dinheiro a cobrar... O aumento para cobrir ambos
os custos para resultar num lucro na mesma nulo não se justificam. É melhor
simplesmente não cobrar...
