Brazil: 430-450 MHz and 1240-1350 MHz
Brazil's national amateur radio society reports on the announcement of the
National Telecommunications Agency (*Anatel*) regarding the 430 and 1240
MHz bands
A translation reads:
On July 13, 2020, Anatel published Act No. 3694, of July 13, 2020, with
technical and operational requirements for the use of radio frequency bands
from 430 MHz to 450 MHz and from 1240 MHz to 1350 MHz, for Limited Service
stations. Private (SLP) for radiolocation applications.

Public Consultation 14/2020 that resulted in the recent normative act
received 952 contributions, 937 of which were in opposition, 10 on general
topics, 2 favorable and 3 blank.
Anatel considered that the act complements the attribution already issued
by Resolution n.681 / 2017, reflecting the need to specify the requirements
as a channel for licensing purposes. Thus, the bands continued to be
assigned to radiolocation, now with technical specifications.
LABRE's proposals were partially accepted. Anatel described that, for the
next edition of the Frequency Band Destination Plan, it may consider the
Amateur Radio Service on a primary basis in the frequency range from 430
MHz to 440 MHz.
In order to protect the amateur radio service, Anatel reduced the radar
power from 70 cm to 2 kW (10 kW was planned). According to the agency:
“this reduction cannot be less than 2 kW because there are already
radiolocation systems operating at this level of powerâ€.
Anatel also decided to expand the bands destined for radiolocation, using
lateral segments, reducing the pressure in the amateur radio segment.
Additionally, the agency also sought to “establish technical guidance so
that radiolocation applications, as far as possible, avoid the use of the
sub-bands 432 MHz to 432.42 MHz and 435 MHz to 438 MHzâ€. Although not
mandatory, the purpose of the guidance was to offer protection to segments
with applications that are more sensitive to noise levels such as Lunar
Reflection, long distance contacts (DX), reception of pilot emissions and
satellite applications.
In the 23 cm range, the Brazilian Air Force (FAB) reinforced the need for
the use and modernization of three-dimensional Air Defense Radars, which
did not allow the same guarantees obtained in the 70 cm range.
LABRE participated in two meetings to present the proposals and defend
amateur radio with Anatel on this topic. LABRE also congratulates the radio
amateurs who participated in the public consultation.
The matter, however, was not closed with the present act because Anatel is
studying coordination of frequencies and protection zones in segments
shared with radiolocation. LABRE will continue to follow the theme.
