Helsinki WRC-19 Preparatory Meeting Documents

The CEPT PTD#2 preparatory meeting for the 2019 *World Radio Conference* was
held in Helsinki on January 10-12, meeting documents are available for
download

The Input and Info documents to the meeting include *"Sharing between
Amateur Service and Analog TV Broadcasting (47-68 MHz)"* and "*Spectrum
needs and sharing studies for the amateur service in the frequency band
50-54 MHz"*.

There is also a paper *"Number of Amateur Licenses in CEPT countries"* which
compares the total of licences for each CEPT country for the years 2010 and
2016.

While many countries show declines in licences there are some apparently
showing significant gains over the past six years. An explanation for this
could be the introduction of *non-expiring* amateur licences. Such licences
mean that people who leave the hobby or even die continue to show in the
figures. The reality of an aging and dwindling amateur population is
hidden. Unfortunately the paper does not identify those countries which
have adopted such a policy.

In the case of the UK the figures are known to contain a very large number
of licences that have not been revalidated in the past 10 years. Ofcom had
said revalidation was necessary every 5 years so it may be a reasonable
assumption that such people are no longer interested in the hobby but they
remain in the figures.
