Test Free Ham Radio Licensing

In his blog he notes that in the USA you can get an amateur radio
Technician licence after attending one of the four hour memorizing courses
where you simply learn to associate each question in the freely available
exam question pool with the correct answer.

The Technician license allows you to run 200 watts output in four HF bands
and 1,500 watts output on all amateur bands above 50 MHz. It permits the
holder to design and build their own transmitters at these power levels,
allows then to run their own Repeaters, and permits Maritime Mobile
operation.

Before 2007 the UK regulator Ofcom was happy to issue UK Full licences
(M*0) to holders of US Technician. Up until September 2016, Australia
issued Advanced reciprocal licenses to Tech holders.

Jeff wonders if a four hour memorization course actually teaches anything
useful and if it doesn't what is the point of having the exam.
