New SARL electronic voting system

At the 2013 AGM, council was tasked with the development of an for
election of SARL councillors.

Such a system has been developed by the SARL Webmaster, Peter Hers,
ZS6PHD. The system is now available online as a demonstration.

Remember that this is not an actual vote, only a test of the system.
The developer specifically used names of film stars so that no-one
could possibly get the impression that it is a live system.

Please test the voting system and provide feedback if you pick up any
errors. The system prevents a member from voting more than once, so
try it twice to check out how it behaves.
