Ismo Väänänen OH2FTG has demonstrated how a cheap RTL-SDR Dongle can
be used as a very low power transmitter on 1270 MHz

The RTL-SDR Dongle, designed for TV reception, can be bought for
around $15 and has proved very popular among radio amateurs as a
wideband VHF/UHF receiver.

Ismo's YouTube description says:
The LO in the stick leaks, so it can be abused as a low power
transmitter. The receiver is a Kenwood TH-55 1200MHz FM handheld.
Filmed at the 2014 SRAL summercamp.
