Obrigado Prezado Colega Machado (CT1BAT),

Infelizmente, eu cada vez tenho menos tempo para me dedicar a este
meritório e tão importante trabalho de tradução, que tão preciso era
em Portugal, para dar a conhecer o que de melhor se faz lá fora...

Vejam a postura do Instituto de Correios e Telecomunicações da Bélgica
para com os seus radioamadores, pois antes da publicação de um
importante Decreto, as associações e em seguida todas as partes
interessadas, terão oportunidade de fazer quaisquer comentários,
objeções e propostas de alteração através de uma consulta pública.

Se esta metodologia tivesse sido implantada naquela época pela ANACOM,
aquando do nosso Decreto-Lei n.º 53/2009, de 2 de Março, talvez muitos
dos problemas com que estamos hoje confrontados se pudessem ter sido
evitados.

Felizmente que atualmente esta é também a metodologia adoptada em Portugal.

> Formalidades para obter a licença Novice
> Esta é também uma proposta da UBA, de acordo com a Recomendação ECC (05) 06 para introduzir os privilégios que correspondem à atual autorização ON2.CEPT-licença Novice
> Para obter essa autorização terá de conseguir nos testes, pelo menos, 50% em cada parte. Necessita de atingir 66% do total para obter uma licença HAREC (classe 1).

> Exames
> Para obter uma licença HAREC terá de obter, pelo menos, 66% em cada secção.

> Actualmente, é muito claro o que pode e deve ser feito, no caso de cooperação com os serviços de emergência.
> O novo regulamento será mais claro, dando assim maior segurança para os radioamadores.
> A questão assentará numa entidade que definirá quando as comunicações de amador sejam necessárias.  Uma chamada de atenção do IBPT: os radioamadores não devem competir com os serviços comerciais.

> Associações reconhecidas
> IBPT considera que uma associação reconhecida está comprometida com a formação dos radioamadores. Portanto IBPT propõe que cada associação reconhecida dê anualmente pelo menos 5 cursos para a licença básica e pelo menos um para HAREC (classe 1) e deverá efectuar treinos anuais.
>
> Violação repetida das condições da licença
> Em caso de violação repetida das condições da licença IBPT terá a oportunidade de agir. As sanções vão desde uma advertência, ou uma suspensão temporária, até à retirada da licença.
> Em todos os casos, a pessoa será ouvida pelo IBPT e ele / ela pode ser acompanhado por uma pessoa ( amador ou advogado). A revogação da autorização é feita pelo Conselho de IBPT.
>
> À margem do regulamento foram também discutidas outras questões com o IBPT.
> O encontro com o IBPT decorreu numa atmosfera muito construtiva, pelo que ficamos gratos.
