Royal Decree announced for Belgian radio amateurs

On Tuesday, February 19, the Belgium national society the UBA met with
the regulator the BIPT and discussed the forthcoming Royal Decree (RD)
for radio amateurs

The Google English translation of the UBA meeting report reads:

The publication of the new RD radio amateurs is planned for autumn
2014 (provided that the government formation does not take too long).
Prior to this will be the first recognized associations and then all
interested parties have the opportunity to make any comments,
objections and proposals communicate to BIPT (via a public
consultation).

A few highlights:

Operator Permit and station license
Its principle (represented by UBA in 2006): Disconnecting from owning
a call sign (operator license, valid for 5 years and renewable) and a
transmitting station (station license, with annual tax).
The intention is that the total cost remains unchanged for radio
amateurs with its own drive (thus an operator permit and station
license needed), but a lot cheaper for those who do not own station
has (2nd operator within a family, who just want to use a club
station) .
This is accepted by BIPT. One must still consider the impact of a
station license for mobile (/ m) and portable (/ p) stations.

Formally entering the Novice license [Note equivalent to UK Intermediate]
This is also a proposal by the UBA, in accordance with ECC
Recommendation (05) 06 introduce the privileges which correspond to
the current ON2 authorization. CEPT Novice license
One will be able to acquire this permit if one of the HAREC
examination 50% in each part, but not 66% of the total (need to
acquire a license HAREC).
BIPT agreement and this is already included in the proposal of the new KB.

Exams
The subject matter of the exams will be after entering the new RD is
no longer part of the RD. As a result, future changes will be
implemented through a decision of the Council of BIPT. Lot easier
For HAREC exam, we propose to adapt the curriculum according to CEPT
Recommendation T / R 61-02 , ie by splitting into three parts to the
course:

- Technical Content
- National and International Operating Rules and Procedures
- National and International Regulations Relevant to the Amateur and
Amateur Satellite Services

Practically we ask complement the exam questions for Chapter 7 of the
current syllabus (Social responsibility in the operation of an amateur
radio station and operational procedures).
To obtain a license HAREC it will be at least 50% in each section and
66% must be achieved, for a total Novice license is sufficient 50% on
each part.
The basic license exam, we propose to adapt the curriculum to CEPT ECC
report 89 (a radio amateur entry level examination and license) .
The reaction of BIPT to these proposals was positive.

Basic Permit [Note equivalent to UK Foundation]
In contrasts to what was reported elsewhere is a time limit for the
basic license NOT provided.
BIPT proposes that there should be a clear difference in the
opportunities offered by the three licenses (HAREC, Novice and basic
license), so there is an incentive to 'grow'.

Clarification cooperation emergency
At present it is very clear what can and may in the case of
cooperation with the emergency services. The new RD will be more
clearly defined, thereby giving greater certainty arises for radio
amateurs. The premise is that the emergency services 'client' for the
radio amateurs and they decide which communication is needed. It will
also be possible to send in order to ensure. Protection of personal
data of any victims encrypted messages at the request of the emergency
services
An attention because BIPT: radio amateurs should not compete with
commercial services.

Recognized associations
BIPT considers that a recognized organization is committed to the
formation (training) of radio amateurs. Therefore BIPT proposes that
each association recognized annually at least 5 courses for the basic
license and at least one must give HAREC. Training per year
We fully agree with this proposal BIPT.

Repeated violation of the license conditions
In case of repeated violation of the license conditions BIPT will have
the opportunity to act upon, ranging from a warning, a temporary
suspension until the withdrawal of the license.
In all cases, the person heard by BIPT and he / she may be accompanied
by a person (other amateur, lawyer). The withdrawal of the
authorization is done by the Council of BIPT.

Outside the new RD some other issues were also discussed with BIPT:

Applications unmanned stations transmitting license
We have our concerns expressed about the fact that in the recent past
it sometimes took a long time before a license was granted. BIPT has
pledged to take steps to avoid this. In the future the necessary
measures
At the request of BIPT we also delivered an overview of the
applications that are still pending.

Request special callsigns
BIPT will soon be the conditions for the grant of a special callsign
official publication. It points out that special call signs are
designed to promote public activities and it is not intended that
these nicknames are used by individual radio amateurs.
BIPT also announced that the grant of a special call sign is subject
to the payment of an amount equal to half the registration fee (as of
January 1, 2014 , the RD decision on private radio communications and
the use of fixed networks and trunked Article 35: Any application to
amend the license or use gives rise to the payment of an amount
equivalent to half of the registration fee).. At present the amount to
pay about 18 Euros.

Application for license to transmit should be carried out in the
frequency range 5250-5450 kHz in the context of an amateur
BIPT our request was submitted to the primary user (Military) systems
has received a negative answer to this.
If not change the position of the user, we must await the outcome of WRC-15.

Revision of the prohibition of the use of '1240-1260MHz frequency band
'by unmanned automatic amateur stations
BIPT wants to investigate this specific case. Based

The meeting with BIPT is in a very constructive atmosphere, and we are
grateful.
