It is understood that this standard was prepared and maintained by the European offices of major amateur equipment manufacturers.<br><br>EI3IO presented document 09a on licensing issues, including an Entry Level Licence (ELL). While IARU Region 1 has a coordinating role towards CEPT, licensing initiatives need to be taken at national level. This is particularly relevant to the ELL, where CEPT is being asked to agree to the concept and produce a new recommendation and a revision to Report 89.
