<DIV>De tudo o que se tem dito e escrito sobre este assunto, ressalta à vista
(desarmada) que o problema fundamental está apenas, e repito “apenas”, na
administração portuguesa.</DIV>
<DIV>Prova provada disso é este documento que o Pedro fez o favor de trazer à
baila, o ECC Report 89.</DIV>
<DIV>De facto, está tudo preto no branco e só por propositada negligência ou
muito escuros interesses não é seguido.</DIV>
<DIV>Não querendo repetir o que o Pedro já apresentou, permitam-me que retoque
nalguns dos aspectos desse “report”:</DIV>
<DIV>- Embora não sendo obrigatória a sua implementação, compete às
administrações nacionais decidir o que fazer, fazendo uso de um nível, dois ou
os três níveis (categorias) de amador. Portugal optou claramente pelos três
níveis que são as categorias 1 (HAREC), 2 (NOVICE) e 3 (ENTRY LEVEL).</DIV>
<DIV>- O argumento para se criar esta categoria deve dirigir-se a grupos
como:</DIV>
<DIV>a) jovens interessados em técnica;</DIV>
<DIV>b) candidatos sem conhecimentos para lidarem com níveis de examinação
superiores;</DIV>
<DIV>c) Pessoas mais velhas ou reformadas com interesse nas comunicações de
rádio.</DIV>
<DIV>- O Radioamadorismo tem um papel no crescimento e confirmação do interesse
a longo prazo da ciência e engenharia. Cada indivíduo toma decisões muito cedo
sobre os estudos que lhe interessam. Despertar este interesse nos jovens deve
ser o objectivo chave desta nova licença. Para ser eficaz esta nova licença deve
ser apelativa aos jovens. Isto representa o equilíbrio entre o conhecimento das
matérias básicas e os requerimentos técnicos. </DIV>
<DIV>- A entrada nesta categoria deve permitir que seja ganha experiência
em:</DIV>
<DIV>a) prática na operação da rádio;</DIV>
<DIV>b) experimentação com antenas;</DIV>
<DIV>c) modos anómalos de propagação;</DIV>
<DIV>d) modos de transmissão digitais combinados com operação de computadores,
entre outras. </DIV>
<DIV>Outra nota importante e curiosa neste “report” é sobre a “entrada” no hobby
e a passagem a categoria superior. Um ano é demais e muito pior se o candidato
não tiver qualquer experiência, não estiver ativo e nenhum treino lhe for dado
nestas matérias. Devem passar só algumas semanas entre uma declaração de
intenção (querer enveredar no radioamadorismo) e a aquisição da licença.
Pretende-se que os iniciados ganhem e façam crescer rapidamente o seu
interesse pelo hobby.</DIV>
<DIV>A entrada deve ser menos teórica e mais prática nomeadamente ao nível da
operação para que se torne num operador que conhece a regulamentação e as
melhores práticas de operação.</DIV>
<DIV>É então que entra a “self-education” ou auto-formação através de
privilégios de operação e “pressão” dos colegas para que atinja patamares
superiores, nomeadamente as categorias 2 e 1.</DIV>
<DIV>Finalmente, sobre os privilégios de operação, este “report” é muito claro:
as administrações devem permitir:</DIV>
<DIV>a) acesso a frequências de HF;</DIV>
<DIV>b) Todos os tipos de emissão devem ser encorajados;</DIV>
<DIV>c) níveis de potência devem impedir EMC (EMI) mas permitir que seja
possível realizar comunicações rádio.</DIV>
<DIV>O espectro e a potência devem ser determinadas para encorajar a progressão
para classes superiores.</DIV>
<DIV> </DIV>
<DIV>Como conclusão, tudo leva a crer que este “report” não é do conhecimento da
administração portuguesa pois claro como está só um cego, surdo e mudo
(perdoem-me esta linguagem) o pode negar ou, pelo menos, descurar.</DIV>

para quem tem bolsos cheios" era o de simplesmente obrigarem a um período mínimo
de X (3?) meses entre exames.<BR>Julgo que seguindo a orientação do ECC Report89
(abaixo tradução que fiz há uns tempitos ...), a categoria 3 devia ainda assim
ter alguns privilégios mínimos de operação para formação/prática, talvez um
segmento nos 2m,70cm e 10m com o máximo de 5W<BR>Usem se vos agradar, eu não

CT5. (ou após 100 dias)</DIV>

<DIV style="FONT-SIZE: 12px">3-Obrigação de fazer exame para os CR7 para
categoria superior até no máximo de 4 anos, mesmo que se reprove não importa.
Se reprovar pode tentar mais 4 vezes pelo período de até 6 anos. Em caso de
insucesso caduca a licença.</DIV>

tudo como a antiga lei, são só 5 pontos que faziam no decreto muito pouca
mossa e acelerava a facilidade de alteração do mesmo, e ainda assim consegue
agradar os colegas mais conservadores e aliviar bastante os novos
indicativos.</DIV>
