<H1>Portuguese Amateur Radio licences</H1>
<P><FONT face=Tahoma>The Portuguese regulator ICP-ANACOM has published the
figures for active Amateur Radio licences in Portugal. </FONT></P>
<P><FONT face=Tahoma>In 2009 (2 March) the Decree-Law No. 53/2009 was published,
creating three new class ( 1, 2, 3 ) of Amateur Radio licences and
maintained the old ones ( A, B, C ) for the people already licensed. The law
included a transition period of 90 days, becoming effective in June. </FONT></P>
<P><FONT face=Tahoma>The data reveals a big boost in the totals, of more 22,2 %
between February 2009 and July 2010 , probably due to the rush of the community
upgrading their grade during the transition period, trying to avoid the more
restrictive rules of the new law.</FONT></P>
<P><FONT face=Tahoma>The class A (old Advanced) raised 3,4%, B (old
Intermediate) 20,4% and C (old Entry level) 69,8%. The new law only issued 29
new licenses, 5 of them for the class 1 (Advanced / CEPT HAREC), based on
reciprocity agreements to other countries. </FONT></P>
<P><FONT face=Tahoma>The remaining 24 licences are class 3 (new Entry
level), this tiny number reflects the unattractive conditions the new law
presents to new people, requiring of minimum 2 years of near receive only
status. Transmission is only allowed out of the QTH and under supervision of an
upper grade amateur.</FONT></P>
