Percebo ...

Eles já estão muito avançados, assumem que é tudo digital e os sistemas 
podem negociar entre si a coexistência ...

Esquecem-se (ou ignoram) que o "nosso" uso da banda não se rege por 
essas regras, se estou a fazer o contacto através de uma satélite que 
usa a frequência 145.950 MHz não tenho forma de negociar com quem está a 
usar a frequência (ex. um drone) e com o satélite e passar a comunicar 
com o SAT em 145.975 ...

Preparem-se, cada vez mais haverá decisores sem o  mínimo de 
sensibilidade para tudo o que não são tecnologias recentes ...
