Dutch Novice: Working group discusses draft report

The Netherlands amateur radio societies *VRZA* and *VERON* have issued an
update on the N-Recalibration Working Group's progress in revising the
Novice amateur radio license

On January 17, 2019, the N-recalibration working group with VRZA, VERON and
AT (Radiocommunications Agency) met to discuss the draft report as it
existed at the time. The draft report is nearing completion with the
objective of being able to contribute to the upcoming AO (amateur
consultation) as a final report as an agenda item.

*A few final adjustments for the N-recalibration working group*
Just before the discussion of January 17, 2019, the VERON and VRZA working
party received a request for a number of adjustments for which it was no
longer possible to include them in the report before the discussion. In
retrospect, this turned out to be no problem, because the motivation behind
this more embraced than initially expected.

*How will it go on?*
For the coming AO, the working group of the VERON and VRZA ensures that the
final report lies with the chairman of the AO. Due to the adjustments that
still have to be made, the report is not delayed. The report will be on the
table during the upcoming AO of 25 April 2019. If the AO accepts the
N-recalibration report, AT will handle it. This proposal then enters the
procedure within the AT organization. Then some lawyers from AT and / or
the Ministry of Economic Affairs will have to look at the proposal.

*N recalibration concerns an amendment of the law*
In the appendix of the "regulation use frequency space with reporting
obligation 2015" you can find out which frequencies and power are allocated
to the N and F [Full license] registration. Because the recommendations
made in the N review report are an adaptation of this regulation. Is the N
review a modification of this law. What the full procedures that go with
this must also be completed. On April 25, 2019, the N review report will be
part of the AO. Upon acceptance AT will handle this report internally and
this advice must go to the Ministry of Economic Affairs. It is expected
that publication in the Government Gazette will no longer take place in
2019, but rather in the spring of 2020.
