Netherlands radio hams meet communications regulator

On October 24 representatives of two of the Netherlands national
amateur radio societies, VRZA and VERON, met with the communications
regulator Agentschap Telecom (AT)

The report of the meeting shows that the regulator AT had been
monitoring the actual usage level of the 144 and 430 MHz amateur
bands. The results are shown in Appendix 1 below.

A translation of the VERON post reads:

On October 24, 2019, the 100th Amateur Consultation took place under
the leadership of Frans Hofsommer, chairman of Agentschap Telecom.
VERON and VRZA delegates participated. The Amateur Consultation is the
official consultative body between the VERON, VRZA and the government.
60% of Dutch radio amateurs are members of VERON and / or VRZA.

After the chairman had opened the meeting, the question was asked
whether there were any documents that were received before the
meeting. This moment has been used by the VERON and VRZA delegation
leaders to recall in a short speech that this is the 100th Amateur
Consultation. The chairman and therefore the Telecom Agency is
congratulated on this. The speech also discussed the good cooperation
between AT and the two associations. This is based on mutual trust and
the will to achieve a good result together.

The 100th report of the Amateur Consultation is online again and can
be downloaded together with the attachments. The web editorial team
has highlighted a few points for you.

• The rates for 2020 are known. The costs have been increased by IT,
wages and price adjustments. For a written application a new
registration costs € 57. A digital request is cheaper.

• The customer portal on the AT website for registrations generally
works well. The IT is being further developed.

• The quality of the exams must be improved. The services provided by
AT with regard to exams must also be improved. AT is currently
investigating how this can best be done.

• The associations still have questions about LSA . VERON lacks a good
analysis showing that the protection zone should be 35 km. AT talks to
its specialists about the connection of the Amateur service to LSA and
returns to this. The booking tool must be completed by mid-2020. Now
you can only book if there is already a permit. In the future, a
permit will automatically be issued for that specific moment, at that
location and at those frequencies.

• For the implementation of the Novice Review, the Frequency Use
Regulations with reporting obligation 2015 must be amended. Target
date remains July 1, 2020.

The demand for spectrum is increasing. A (considerable) number of
amateur bands is also under a magnifying glass. A recent example was
the proposal to investigate whether the 144-146 MHz could be shared
with the aviation radio service. That proposal is gone. But it
indicates that (also) amateur bands are under pressure.
