Finland: New frequencies for radio hams planned

Finland's national society the SRAL reports the Finnish Communications
Regulatory Authority plans to make changes to the national frequency
table

It appears Finland's radio amateurs will get new secondary allocations
at 1855-1861 kHz and 1906 to 1912 kHz.

There will be removal of frequencies in the subband 5250-5450 kHz and
inclusion of the WRC-15 band 5351.5-5366.5 kHz and it seems
alleviation of the threats to 1240-1300 MHz and 3400-3408 MHz.

The Finnish Communications Regulatory Authority has sent a draft
frequency radio spectrum statement and its frequency table possibly to
the end of 2018-2019. As happy news for Finnish amateurs, the
160-meter openings would be coming out, and the 23-centimeter threat
would be alleviating and a 10-centimeter threat would be escalating.
These issues were discussed at a meeting between SRAL and FICORA last
May, and these results were reported at the Nurmes Summer Camp at the
Question Time of the Government.

Amendments to radio amateurs are as follows:

Add to the radio amateurs a secondary allocation for the frequency
bands 1855-1861 kHz and 1906 to 1912 kHz according to the Radio
Regulations as the primary shipping operation has ended. This means
allowing holes in the 160-meter area in Finland for amateur traffic.
The powers at the permissible openings are the same as those currently
used by the 60 meter banners permitted by the secondary legislation,
which are based on the restrictions of the International Radio
Regulations.

Removal from the subband 5250-5450 kHz Note: Radio amateur traffic at
frequencies: 5278,600 kHz, 5288,600 kHz, 5298,600 kHz, 5330,600 kHz,
5346,600 kHz, 5366,600 kHz, 5371,600 kHz and 5398,600 kHz. Transmit
width ± 3 kHz. This is about the end of the use of 60meter
point-of-sight license licenses for old clubs since World Radio
Conference WRC-2015 granted the radio amateurs an international
60-meter allocation for the 5351.5-5366.5 kHz bandwidth.

The amateur allocations of the 1240-1300 MHz bands are added to note
that the plan is in preparation.

Data on the 3400-3408 MHz subareas have been deleted as of 31 December
2018. This means, therefore, the continued use of the 10 cm bandwidth
on radio amateur traffic.

So it is NOT a rule still in force and no new frequencies are yet to
work. The exact date of the entry into force of the new radio
frequency order will be reported later when the date is confirmed.
Even before the entry into force, the radio frequency order will be
notified in the EU.
