 New version of ROS data mode

EA5HVK has announced the release of a new version of the ROS HF
weak-signal data mode

A new error correction code have been implemented in ROS mode and
improves slightly decoding in HF conditions.

The new algorithm will start operating on November 9 with v7.4.0
