ARLA/CLUSTER: Flex Radio release SmartSDR 1.6.17

Flex Radio have announced the release of SmartSDR V1.6.
The SmartSDR platform powers all Flex 6000 series radios and have
additional features added including SO2R (Single Operator 2 Radio).

While a lot of the new features are contest-focused, it is believed
the associated benefits will be useful for most Flex 6000 series
users.
