Agenda Item 1.10 dealing with 22-26 GHz was finally finished with in
the plenary meeting, with the result that there is no change to the
status quo. This comes as some relief to the amateur services with our
primary allocation at 24 GHz untouched.
Agenda Item 1.12 dealing with 10 GHz and the EESS (earth exploration
satellite service) continues to occupy the time of certain Middle
Eastern administrations. This might see some EESS systems using
10-10.4 GHz, but fortunately the amateur service expects minimal
impact.
Agenda Item 1.1: This item is focussed on mobile spectrum below 6GHz.
The 3.4 GHz band is to become a mobile service primary allocation in
Region 2 and identified for IMT (International Mobile
Telecommunications – aka 4G or 5G). South American countries in
Region-2 are also pressing for 3.3 GHz to be allocated for this
service, but there seems to be little enthusiasm for this outside the
region.
WRC-19 Future Proposals (AI-10):
On the negative side, under Agenda Item 10 the global primary
allocation to the amateur services at 47 GHz has been identified as a
possible “additional allocation” to be studied during the period
before WRC-19. Microwavers need to be ready to defend this on a global
basis.
On the subject of future agenda items, the draft Resolution concerning
the allocation and harmonisation of 50-54 MHz in Region-1 is on the
agenda for plenary tomorrow.
