ARLA/CLUSTER: Decisão da CEPT ECC sobre os PMR 446 e a sua utilização em links ou repetidores

Boas.
Estou com alguma dificuldade em interpretar isto. Eu percebo o "não" aos
repetidores. Mas os links na verdade não são repetidores. Como é sobre isso?
Eu tenho explorado coisas como o FRN (Free Radio Network) e esta questão
dos "links" no PMR e no CB deixa-me curioso.
Afinal como é?
