 The latest IARU Monitoring System newsletter reports Russian Over the
Horizon (OTH) radars disturb large parts of the amateur radio 14 MHz
band

They also report on mysterious signals in A3E (AM) on 28065.0, 28345,
28701.1 and 28901.1 from Gabon daily and all day. They have a rising
carrier and both sidebands with dots every 60 seconds.
