IARU Region 1 VHF Newsletter released

Edition 68 of the IARU-R1 VHF-UHF-uW newsletter mentions that
WRC-19 Agenda items may threaten some amateur radio bands including 5
GHz and 47 GHz

The newsletter notes that some points in the VHF Managers Handbook are
outdated (such as Section 7.8 about packet radio and BBS).
