Release of 5 MHz in Netherlands expected September

The DARC are reporting that radio amateurs in the Netherlands may have
secondary access to 5350-5450 kHz in September

A Google English translation of the DARC report reads:

John, PAØETE, from the station PAØØNEWS informs that, according to the
Dutch Amateur Radio Association VERON and the telecommunications
authority Agentschap Telecom is expected in September the release of
the frequency range 5350 kHz to 5450 kHz will take place in the
Netherlands for the amateur service on a secondary basis for all
operating modes.

The primary users of the frequency range - including the Dutch
military - have already agreed to this frequency allocation.
Currently, the provisions according to still runs the option of the
opposition on the part of the public (individuals and businesses),
this opposition period expires on 21 August.

It is expected that the official release of the 60-m band is then
carried out for amateur radio within three weeks in the state Official
Journal. However, it must be assumed that the Dutch radio amateurs,
instead of the generally accepted RF power on short wave of 400 W,
only a reduced transmission power is granted. In several other
European countries are already in frequencies of different widths in
the 60 m band available for amateur radio.

The frequency range fills a gap between the 80- and the 40-meter band.
If during the day the MUF (maximum usable frequency) decreases, for
example, in the winter months below 7 MHz while but the LUF (lowest
usable frequency) remains above 4 MHz, the 60-m band is the only
usable band to bridge certain distances within a country. This aspect
is possibly relevant to a Notfunkverkehr.

At the international level a 60-meter band for amateur radio service
is an item on the agenda of the World Radiocommunication Conference
(WRC), which will be held in Geneva from November 2 to 27. An early
use in Germany is not expected on the current level, because the
German position within the national group in preparation for the
WRC-15 only at their meeting at the Ministry of Transport in Berlin in
early September and early October is finally determined. The DARC is
there, represented by its speakers for frequency management, DK4VW.
