Ham radio features in ITU climate report

An ITU report includes amateur radio in its list of recommendations to
mitigate against the effects of a changing climate

The Earth's climate is naturally variable and has changed dramatically
over millions of years.

Angelica Valeria Ospina (University of Manchester), David Faulkner and
Keith Dickerson (Climate Associates Ltd) with support from Cristina
Bueti (ITU) have produced a report that explores the impacts of a
changing climate on the information and communication technology (ICT)
sector and the potential for adaptation, including the need for new
standards to be developed.

The report's full list of mitigation recommendations mentions amateur
(ham) radio saying:

Assess, develop, and expand alternative telecommunication technologies
if they promise to increase redundancy and/or reliability, including
free-space optics (which transmits data with light rather than
physical connections), power line communications (which transmits data
over electric power lines), satellite phones, and ham radio.

The report fails to recognize the fact that polluting Power Line
Communications Technology (PLT / PLC) can destroy the communications
capability of ham radio.
