 Ham radio RMS in the Philippines

Jakob DK3CW reports that a Radio Message Server (RMS) has been
installed on Cebu Island in the Philippines

I am very pleased to be able to announce the placement of a new RMS on
Cebu Island, Philippines. Frederick 4F7FDM is running 24h/7d using
WINMOR 500 on 7036.5 kHz centre and VHF 9k6 Packet Radio.

Intention is to cover the Philippines with WINMOR, maybe Pactor I/II
(III) and other HF bands will be added later on, as well as
integration into the Radio-only-Winlink network. Please feel free to
connect.
We need you, to evaluate the coverage of 4F7FDM.

There is another RMS located in Indonesia (YB0AJZ), which is only
accepting PACTOR but not WINMOR for inbound sessions. Because YB0AJZ
is operational between 80m-12m, it's reachable from the Philippines
24h. But the next WINMOR RMS is located in the VK8 area (VK8AB), far
away from the Philippines. A connect cannot be established 24h. We
evaluated poor propagation condx between Philippines and VK8AB with a
high amount of timeouts and retries. Therefore, VK8AB isn't a reliable
WINMOR RMS for the Philippines.

Our intention is to setup a WINMOR RMS for portable and maritime
mobile stations in or near the Philippines including the coastal areas
which are using near vertical incident skywave antennas (NVIS).

If this WINMOR setup is working, we'll maybe add a PACTOR TNC, also
for being part of the Radio-only-Winlink network to forward messages
to another RMS outside the affected area, if the communication
infrastructure (including internet) fails on Cebu Island.
