UK Amateur Radio statistics 1975-2000
The Amateur Radio statistics covering 1975-2000 and 2006-2010 have been made available on the web.
A graph of the figures can be seen on page 66 of this document:

The graph shows that numbers started increasing significantly in 1979, probably stemming from the popularity of 27 MHz AM CB in the late 1970's (although 27 MHz AM was widely used in the UK it wasn't legal). Numbers peaked at over 8000 a year in 1982 followed by a sharp decline. There's a slight pickup in 1991 with the introduction of the Novice RAE peaking in 1992 at just over 3000 followed again by decline.
Although not shown on the graph in 2003, the final year of the City & Guilds RAE, there were a total of 803 candidates and 652 were successful.
