Nothing likely listed on 9730, of which 4865 would be a semi-harmonic. I guess
it could be Low German, and you know the main (only?) SW station in that
language, HCJB. So happens they have LG at 2230 and HG at 2300, but scheduled
on 12040 to SAm:
2230 2300 12040 100 131 S.America 1111111 Ecuador 
I don`t see how this could mix with anything to land on 4865 but you should
check 12040 for // anyway. Maybe also another Brazilian or Bolivian on 4865
relaying HCJB for the local Mennonites (Glenn Hauser, DX LISTENING DIGEST)
